Since the Monopolies Commission was established in 1974, the Main Report has formed the core of its statutory remit. In accordance with Section 44(1) of the Act against Restraints of Competition (GWB), the Monopolies Commission draws up a main report every two years in which it assesses the current state and foreseeable development of business concentration in Germany, evaluates the application of competition law provisions and comments on current competition policy issues. As an independent institution, the Monopolkommission thus advises the Federal Government, the Bundestag and the Bundesrat, public authorities and the general public – on a scientifically sound and independent basis.
