Furthermore, there is still no level playing field or effective competition in the postal markets. The actual objective of the Postal Services Act was therefore not achieved in 2003 either. Although, as was the case two years ago, a large number of licence holders are active in the letter market, their market share, measured in terms of turnover, amounts to a maximum of 4% of the letter market. Looking at the fully liberalised part of the letter market, the market share of competitors stands at between 12 and 13 per cent.
