The operation of postal infrastructure – in particular nationwide delivery networks – involves significant fixed costs, which encourage natural monopolistic tendencies. Every two years, the Monopolies Commission analyses the competitive situation in the postal market, including the letter and parcel sectors, and assesses whether regulation and market liberalisation are sufficiently effective. Its recommendations are addressed to the legislature and to the relevant regulatory and competition authorities. The sector report is published every two years pursuant to Section 84(2) of the Postal Services Act. In addition, the Monopolies Commission also sets out its position on the postal sector in main reports, policy briefs and other statements.
