The Monopolies Commission notes that both the market for international fixed-line calls and the market for domestic calls are now sustainably competitive. It follows that, following the deregulation of the market for international calls two years ago, the market for domestic calls can also be released from sector-specific regulation. Despite the progress made in competition, the market for local loops must continue to be regulated. The same applies to wholesale services, with the exception of leased lines. Regulation of bundled products comprising access and call services should also be maintained, as these pose risks to competition, such as cross-subsidisation or price-cost gaps.
