2019 Telecommunications Sector Report

There is a significant gap between the government’s broadband targets and the realities of roll-out in both fixed-line and mobile networks. Consequently, the state is increasingly intervening in the privately organised telecommunications markets. State funding for broadband roll-out is justified where such roll-out would not be economically viable without support and where it would jeopardise equal living standards.

If the funding is extended to areas that can be developed by the private sector, there is a risk that private investment will be squeezed out, and the expansion of the network is more likely to be delayed than accelerated.
