Telecommunications networks require substantial investment in infrastructure, which makes ensuring non-discriminatory access for all market participants the key regulatory challenge. Every two years, the Monopolies Commission examines developments in competition within the telecommunications sector – ranging from broadband provision and mobile communications markets to issues of network access – and assesses the effectiveness of existing regulation. Its recommendations are intended to ensure effective competition in the interests of consumers. The sector report is published every two years in accordance with Section 195(2) and (3) of the Telecommunications Act. In addition, the Monopolies Commission addresses telecommunications-related issues in its main reports, policy briefs and other statements.
