On 17 December 2003, the Federal Ministry of Economics and Labour presented a draft bill for the Seventh Amendment to the Act against Restraints of Competition (GWB), which had been preceded in February 2003 by a draft setting out the key principles of a Seventh Amendment to the GWB. The Monopolies Commission has closely monitored changes to European competition procedure law in the past and set out its recommendations in two special reports. In the aforementioned ministerial authorisation procedure, it submitted comments on two occasions in accordance with Section 40(4), second sentence, of the GWB. In this latest special report, the Monopolies Commission comments on the planned amendment to the GWB, with the exception of the changes relating to press merger control, on which it is preparing a separate special report.
