There is a considerable need for reform in Germany and Europe. Policymakers must establish the right framework conditions to enable businesses to be competitive on the international stage. The Monopolies Commission sees competition as the key to restoring competitiveness in Germany and Europe. To this end, the Monopolies Commission has made nine recommendations on competition policy, which it submitted to policy-makers in December 2024:

  • Strengthen competitiveness by completing the EU single market
  • Employ industrial policy where the functioning of markets is genuinely impaired
  • Resolutely counteract the concentration of economic power, particularly in digital markets
  • End the federal government’s stake in Deutsche Post AG and Deutsche Telekom AG
  • Position Deutsche Bahn for the future through ownership unbundling and statutory public interest objectives
  • Implement competition-based solutions in the energy sector and ensure security of supply through a competition-driven combined capacity market
  • Establish transparency and competition in district heating through effective regulation
  • Strengthen competitive elements in the development of networks
  • Design regulation in a competition-oriented manner that serves the interests of consumers
