Concentration in the food retail sector – and, to some extent, amongst manufacturers – has increased significantly in recent years, with noticeable consequences for consumers, manufacturers and the agricultural sector. A small number of large corporate groups control large parts of the German food retail sector and are increasingly expanding their activities into the manufacturing sector, whilst the agricultural sector often remains exposed to the risks of the global market. The Monopolies Commission monitors these developments and, on the basis of Section 44(1), fourth sentence, of the Act against Restraints of Competition (GWB), issues statements as and when required – for example, in special reports, policy briefs and other statements. The aim is to identify competition risks in the food supply chain and to formulate evidence-based recommendations for effective merger control, the supervision of abusive practices and fair market conditions.
