Healthcare markets are characterised by government regulation and complex funding structures. Consolidation – for example, among hospitals, health insurance funds or in the pharmaceutical industry – can impair competition and affect the quality of care for patients. The Monopolies Commission monitors these developments on its own initiative and issues ad hoc statements on the basis of Section 44(1), fourth sentence, of the Act against Restraints of Competition (GWB). The aim is to identify competition risks in the healthcare sector and to formulate evidence-based recommendations for policy and regulation. The Monopolies Commission publishes its assessments in special reports, policy briefs and other statements.
