Digitalisation has triggered a far-reaching structural transformation that is affecting many areas of life and also presenting competition policy with new challenges. This report therefore focuses on the question of whether the legal and regulatory framework requires reform. In this report, the Monopolies Commission builds on its 20th Main Report from 2014, in which it commented for the first time on issues relating to competition, data protection and consumer protection in the digital economy.
In light of developments in digital markets, adjustments to the legal framework and regulatory practice are necessary. The scope of merger control should be expanded, and proceedings relating to abuses of a dominant position should be brought to a conclusion more swiftly.
